The management of Toffo Commune is at the center of tensions. On Tuesday, several local councillors sent a letter to the Prefect of the Atlantique Department requesting the convening of an extraordinary session to organize a vote of no confidence against the mayor, Bibiane Soglo Adamazé.

In their letter, the signatories accused the municipality’s chief executive of “running the administration single-handedly” and highlighted “serious dysfunctions” in the management of local affairs. According to them, certain decisions were taken in violation of Decree No. 2022-321 of June 1, 2022, which sets the general for the internal regulations of municipal councils.
The grievances also include a “lack of transparency” in municipal management, as well as “abuse of power and authority”. The councillors believe these practices harm the proper functioning of the municipal body and undermine trust within the leadership team. Declaring that it is time to “turn the page,” the signatories expressed hope that the no-confidence procedure would bring about a change in the commune’s leadership.
