Dangote Refinery Reaffirms Claim: Marketers Seeking N1.5 Trillion Annual Fuel Subsidy

The Dangote Petroleum Refinery has again accused the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) of pushing for an annual fuel subsidy worth over N1.5 trillion under the guise of logistics support.

In a statement issued on Wednesday, September 17, 2025, the refinery insisted that DAPPMAN’s opposition to its pricing model is rooted in a demand for a subsidy that would allow marketers to match Dangote’s gantry prices at their own depots.

“The crux of DAPPMAN’s sustained attacks is their demand for an annual subsidy of N1.505 trillion to cover coastal logistics and related charges,” the company stated. “They want us to discount N70 per litre in freight, NIMASA, NPA, and other costs, plus N5 per litre for vessel pumping — effectively passing this cost on to us or consumers.”

Dangote Refinery rejected the request, warning that granting such discounts would revive the corrupt subsidy regime that previously drained government resources.

“We will not adjust our gantry price or fund a subsidy of over N1.5 trillion. Marketers are welcome to lift products directly from our gantry and benefit from our logistics-free initiative,” the statement read.

The company also reaffirmed its capacity to meet both local and export demand, noting that it maintains a monthly closing stock of 500 million litres and has exported over 3.2 million metric tonnes of fuel products between June and September. It warned that marketers’ continued importation of fuel amounts to economic dumping.

Dangote Refinery expressed its commitment to President Bola Tinubu’s economic reforms, pledging to help stabilise the naira, create jobs, and position Nigeria as a regional refining hub.

Meanwhile, DAPPMAN has dismissed the refinery’s allegations, accusing Dangote of monopolistic tendencies and claiming that Nigerian marketers often find it cheaper to buy fuel from international traders than directly from the refinery.

The association also denied sponsoring the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG)’s planned strike, insisting it has been working to prevent disruptions in fuel supply.

DAPPMAN further accused the refinery of giving preferential discounts to foreign buyers while restricting local marketers to gantry loading only — a policy it says fuels market arbitrage.
