State Police Debate Deepens as IGP Submits Reform Blueprint

The Inspector-General of Police, Olatunji Disu, has presented a 75-page framework on the establishment of state police to the Deputy President of the Senate, Barau Jibrin, as momentum builds for decentralised policing in Nigeria.

The document, titled “A Comprehensive Framework for the Establishment, Governance and Coordination of Federal and State Police,” was submitted at Jibrin’s office within the National Assembly complex in Abuja.

According to a statement issued by Ismail Mudashir, Special Adviser on Media and Publicity to the Deputy Senate President, the report was delivered on behalf of the IGP by Olu Ogunsakin, who heads the Nigeria Police Force committee tasked with developing modalities for state policing.

Disu explained that the framework reflects the police force’s professional input, developed through wide consultations and a detailed review of the legal, operational, and administrative implications of decentralised policing. He expressed confidence that the recommendations would support informed and balanced decision-making as discussions on security reforms continue.

The police chief also confirmed that the document has been formally submitted to the Senate Committee on the Review of the 1999 Constitution as the Force’s official contribution to the ongoing constitutional amendment process.

In response, Senator Jibrin commended the IGP’s initiative, describing it as a proactive step aligned with the security agenda of President Bola Ahmed Tinubu. He assured that the Senate committee would carefully review the framework alongside other submissions to strengthen Nigeria’s legal and security systems.

The proposed framework is expected to define the operational structure, governance model, and coordination mechanisms between federal and state policing systems, marking a key development in efforts to reform Nigeria’s security architecture.

Earlier, Disu had inaugurated an eight-member committee to drive the implementation of state police, declaring the reform “irreversible.” Speaking at the inauguration in Abuja, he maintained that decentralised policing “has come to stay,” dismissing concerns about its impact on existing police roles.

He described the assignment as urgent, giving the committee one month to submit its report amid growing security challenges nationwide. According to him, the move toward state police is aimed at improving internal security by bringing law enforcement closer to communities and enabling quicker, more targeted responses to threats.

The push for state police has gained renewed traction following President Tinubu’s assurance that the initiative will not be abandoned, alongside calls for stakeholders to support the reform.
