Benin’s news cycle this morning is being shaped by security cooperation, counter-terrorism, territorial development, migration concerns, judicial proceedings and the start of the 2027 AFCON qualifying campaign.
1. 🇪🇺 EU STRENGTHENS BENIN POLICE WITH VEHICLES, DRONES AND SECURITY EQUIPMENT
The European Union has stepped up its security assistance to Benin with the delivery of 30 vehicles and a range of operational equipment to the Republican Police.
The equipment was officially received on Tuesday, September 22, in a ceremony attended by Benin’s Minister Delegate in charge of Interior and Public Security, Djibril Mama Cissé Moussa, and EU representatives.
The package includes:
- 30 vehicles
- drones
- radios
- ballistic shields
- laptop computers
- a mobile garage
The assistance falls under the EU’s European Union Security and Defence Initiative in support of the Gulf of Guinea (EUSDI GoG), a programme designed to help partner states improve their capacity to respond to security threats.
Why it matters
The assistance comes as Benin faces security pressures along its northern borders, where instability from the central Sahel has increasingly affected neighbouring coastal states.
The EU’s support is not limited to the police. On September 23, a separate delivery was made to Benin’s Directorate-General of Water and Forests and Hunting, including five vehicles, with five additional drones expected. These are intended to help authorities monitor difficult-to-access areas in the north.
This latest support follows earlier European assistance to Benin, including an EU-provided military surveillance aircraft received in 2025.
2. 🌍 BENIN PUSHES AFRICAN COUNTRIES TO SHARE INTELLIGENCE FASTER
Benin has used its September chairmanship of the African Union Peace and Security Council to push for stronger intelligence cooperation between African states.
Foreign Affairs Minister Corinne Amori Brunet raised the issue in New York during a ministerial meeting of the AU Peace and Security Council held alongside the 81st UN General Assembly.
The September 23 meeting focused on good neighbourliness and regional responses to terrorism and security challenges.
The AU’s security discussions are taking place against a backdrop of expanding militant activity across several African regions. Amani Africa, in its briefing ahead of the meeting, noted the importance of cross-border movement and transnational networks in limiting the effectiveness of responses confined to individual countries.
For Benin, the issue is particularly relevant because instability in the Sahel has created security concerns along the country’s northern frontier.
Benin’s wider diplomatic role
The development also illustrates the significance of Benin’s temporary role as chair of the AU Peace and Security Council for September. The country has been using the chairmanship to place issues such as counter-terrorism, women, peace and security, and regional cooperation on the continental agenda.
3. 📊 46% OF BENINESE SAY THEY HAVE CONSIDERED EMIGRATING
A new Afrobarometer publication has generated considerable discussion in Benin after reporting that 46% of surveyed Beninese had considered emigrating to another country.
The breakdown is:
- 23% — thought about leaving “a lot”
- 10% — “somewhat”
- 13% — “a little”
Among respondents who had considered leaving, 37% cited looking for work, while 28% mentioned economic difficulties and 14% cited poverty.
Important qualification
The figure should not be interpreted as a September 2026 real-time measurement.
The underlying survey was conducted during the 2024–2025 period across African countries. Afrobarometer’s earlier national publication from August 2025 had reported that 40% of Beninese respondents had considered emigrating.
The newer report therefore provides an important indication of attitudes captured during the survey period, but it does not establish that exactly 46% of Beninese currently want to leave the country.
Where would potential emigrants go?
The latest report indicates that the West African sub-region remains the most frequently preferred destination, accounting for 32% of responses. Europe represented 25%, North America 23%, and other destinations accounted for the remainder.
The report also found strong support for regional mobility: 74% expressed a desire for free movement within their sub-region, while 78% said crossing West African borders for work or trade is difficult.
The figures put employment and economic opportunity at the centre of the migration discussion.
4. 🏗️ WADAGNI PRESENTS SIX TERRITORIAL DEVELOPMENT POLES
President Romuald Wadagni has presented a major territorial-development reform that will organize Benin’s 77 communes into six territorial development poles.
The initiative was unveiled on September 23 at the Palais de la Marina in Cotonou, in the presence of the country’s 12 prefects, mayors of the 77 communes, members of government and other state officials.
The government says the objective is to move beyond development planning based strictly on individual communes and instead coordinate projects according to the economic and geographic characteristics of larger territories.
The six-pole approach
Among the structures described in reporting is a North-West pole, bringing together the Atacora and Donga areas, including communes such as Natitingou, Djougou, Bassila, Boukombé, Tanguiéta and others.
The government presents the reform as part of its broader development programme for 2026–2033, with an emphasis on bringing public action closer to local populations.
What changes?
The proposed system is expected to improve coordination between communes and central government around:
- infrastructure;
- economic development;
- agriculture;
- employment;
- public services;
- local investment;
- exploitation of regional economic potential.
The reform is therefore potentially significant for how public development projects are planned and coordinated across Benin.
5. ⚖️ SUPREME COURT REJECTS HOUNDÉGNON’S APPEAL
The Supreme Court has rejected the cassation appeal filed by lawyers representing Sessi Louis Philippe Houndégnon, the former Director-General of the National Police.
The ruling was delivered on Thursday, September 24.
The court considered the appeal procedurally admissible but rejected it on the merits, leaving in place the contested decision of the CRIET appeals chamber.
What was the dispute?
A central issue was whether the CRIET — the Court for the Repression of Economic Offences and Terrorism — had jurisdiction over Houndégnon’s case.
The CRIET appeals chamber had previously affirmed its competence to hear the case. Houndégnon’s lawyers challenged that decision before the Supreme Court.
The Supreme Court’s latest ruling means that the CRIET’s jurisdiction remains intact and the judicial process can continue there.
Houndégnon has been detained since November 2024 and faces allegations including incitement to rebellion and electronic harassment, according to local reports. These are allegations within an ongoing judicial process, not findings of guilt.
6. ⚖️ CANDIDE AZANNAÏ REMAINS IN DETENTION
Former minister and opposition politician Candide Azannaï remains in detention after the appeals chamber dealing with liberty and detention matters at the CRIET rejected his request for provisional release.
The decision was issued on September 24.
Azannaï appeared before the court in Cotonou with his lawyer, Me Aboubakar Baparapé. Following the hearing, he was returned to the Akpro-Missérété prison.
His defence had argued that continued detention was no longer necessary, with counsel maintaining that the investigation had effectively reached its conclusion.
The court did not accept that position and maintained the detention, with reporting indicating that the court considers the investigation to be continuing.
Azannaï has been detained since December 2025 in connection with proceedings involving allegations including incitement to rebellion and conspiracy against state security. Those remain allegations in an ongoing case.
7. 🏺 FIRST LADY TAKES THE JAR OF GUÉZO MESSAGE TO THE UN
First Lady Nathalie Villette-Wadagni presented the famous Jar of Guézo as a symbol of social cohesion during an appearance in New York on September 23.
Speaking during the high-level week of the 81st UN General Assembly, she linked the traditional Beninese symbol to the modern idea of collective resilience.
The traditional story concerns a perforated jar associated with King Guézo of Dahomey. The lesson is that the jar can be kept filled only when people work together to cover its holes.
In the First Lady’s presentation:
- the jar represents the common future;
- the holes represent vulnerabilities;
- the hands represent collective action;
- the water represents life, dignity and hope.
She connected the concept to challenges including poverty, climate change, insecurity and economic uncertainty.
The symbolism has a long history in Beninese public discourse. UN records themselves contain earlier references to the perforated jar as a metaphor for solidarity and collective responsibility.
8. 🚔 16 ARRESTED IN COTONOU PSYCHOTROPIC-SUBSTANCE OPERATION
Police in Cotonou have arrested 16 people following an operation at two kiosks in the Sètovi area, in the 9th arrondissement.
The operation took place on Tuesday, September 22, at approximately 18:12.
Police reportedly moved into the area after receiving information concerning the alleged consumption and sale of psychotropic substances at the two locations.
Sixteen people were taken to the police station for investigation, while substances discovered during searches were seized and placed under seal as evidence.
The case remains part of an ongoing investigation, meaning the arrests themselves do not establish criminal guilt.
9. 🌿 300 CANNABIS WRAPS SEIZED IN OUÈDO
Another drug-related operation took place in Ahouato, Ouèdo, on September 22.
Police reportedly arrested four people after searching a residence described by authorities as a location for the consumption and sale of narcotics.
Investigators seized approximately:
- 300 cannabis wraps
- cannabis seeds
- approximately 470 grams of prohibited substances in total.
The four suspects were taken to the police station for further investigation.
The two operations — Sètovi and Ouèdo — highlight continuing police attention to neighbourhood-level drug distribution and consumption.
10. ⚽ 🇧🇯 BENIN BEGIN 2027 AFCON QUALIFIERS AGAINST BURKINA FASO
The Benin national football team, the Guépards, begin their campaign for the 2027 Africa Cup of Nations today, September 25, against Burkina Faso.
The match is being played in Burkina Faso as the two neighbouring West African teams begin their qualifying campaigns.
CAF confirms that Benin will then face Mauritania four days later, on September 29.
Joseph Ede Oloko attracts attention
One of the notable additions to coach Gernot Rohr’s squad is Nigerian-born striker Joseph Ede Oloko, who has received his first Benin call-up.
CAF reports that Oloko had scored 26 goals and provided six assists in 30 matches for Latvian club Liepāja across competitions this season before his selection.
He is the only newcomer in Rohr’s 25-man squad.
